To transfer the liability for a Parking Charge Notice (PCN) please read carefully the below.
If you wish to transfer the liability for a PCN, you must do so within 28 days of the date of notice or within the time period stipulated on the notice/document you have received. You can transfer liability using the online form on this page or by sending your completed form to

If you were not the driver of the vehicle stated when the contravention occurred, or you were the keeper of the vehicle stated when the contravention occurred but it was in the possession of another person (either with or without your consent), please provide any information that will lead to the true identification of the keeper/driver responsible by completing the below. Should you provide false information, or an incorrect address for service, we will pursue the Registered Keeper for any Parking Charge amount that remains unpaid. Should you identify someone who denies they were the driver we will pursue the Registered Keeper for any unpaid Parking Charge amount that remains unpaid.
HIRE / RENTAL COMPANIES: A copy of the signed hire / rental agreement must be provided with any transfer.
Once this form has been completed your request will be submitted for review. Should false or incorrect information be provided further correspondence may be generated. Therefore, please ensure that your e-mail address is serviceable.
TRANSFERS OF LIABILITY CANNOT BE PROCESSED OVER THE TELEPHONE OR BY SENDING AN E-MAIL. WE CURRENTLY ONLY ACCEPT TRANSFERS OF LIABILITY SENT USING THE ONLINE FORM BELOW OR SENT TO US BY POST.

Please Note:
You can only transfer liability for one Parking Charge Notice at a time. To transfer liability for more than one PCN, please submit another form once the first one is completed.
